The European LIFE AgroPaper® project has allowed the study of agricultural and environmental legislation at state and European level in relation to the use of mulching that is sustainable in all areas, mainly environmental.
In this sense, a roadmap has been established that can help in the legislative recognition of a practice such as the use of non-polluting and sustainable agricultural mulching as AgroPaper®. Firstly, it takes into account the future elaboration of a legal framework for mulching with a proposal for a Regulation to be launched in 2024 (REGULATION (EU) 2019/1009).
Similarly, suggestions and amendments to be sent to the EU Public Consultation for the Mulching Regulation (Category 9 fertilisers) and to the Spanish Ministry of Agriculture, Fisheries and Food (MAPA) have also been prepared, including a dossier with Project trials and CEBAS-CSIC results.
A dossier has also been prepared for inclusion in Annex II EU Regulation 2018/848, for use in organic production, sent to EGTOP by MAPA (support from the competent authorities of the Autonomous Communities and IFOAM Organics Europe).
Finally, proposals for allocating CAP funds have been prepared and sent to MAPA and the regional CAP Competent Authorities. Likewise, it has been proposed to help farmers’ organisations to prepare their proposals for accessing CAP second pillar funds, such as LEADER funds for inputs.
The project is supported by the European Commission – LIFE program of the European Union with the reference: LIFE 19 ENV/ES/000404 – and aims to demonstrate that paper mulching is a sustainable solution for the environment, thus helping to preserve the planet.
